라셔 국경순찰대, 수색 불응 북한 어선에 발포 - FSB

라셔(러사이) 국경순찰대가 북한 어부가 승선해 있는 어선 검사를 하는 도중 부득이하게 발포했다. 라셔연방보안대(FSB)에 따르면, 승무원들이 수색을 거부했으며 공격적으로 행동하면서 같이 타고 있던 라셔 보안대 요원들과 함께 도주하려했다고 한다.

토요일 온라인 상으로 발표한 FSB 성명에 따르면, 사건은 라셔 시각으로 금요일 저녁 22:20에 라셔의 극동 지역 배타적경제수역(EEZ)에서 일어났다고 한다. EEZ이란, 어느 나라의 해안으로부터 일정거리까지의 영해를 말하는 것으로서 각각의 나라은 이곳에서 배타적으로 어로작업 및 경제활동을 한다. (시사뷰타임즈 주: EEZ 거리: 해안에서부터 200해리)

“수색/통제 활동을 하는 동안, (라셔 국경수비대가) 어선에 불법적으로 노획한 바다생물자원이 있는 것을 발견했다. 이 어선 승무원들은 수비대를 향해 공격적으로 행동하면서 법적요구사항에 따르기를 거부했다”고 FSB가 말했다.

어선에는 북한인 48명이 타고 있었다.

FSB는 라셔 수색대가 도착하자 이 어선은 북한 쪽을 향해 라셔 EEZ을 벗어나려했다고 말했다.

라셔 국경수비대 선박이 ‘정선하라는 경고사격’을 몇 차례 했지만, 이 어선은 말을 듣지 않았다.

북한 어부들은 수색을 위해 이미 승선해있는 수색대원들에게 공격을 했다. 그 결과 수색대원 1명이 머리에 부상을 입었다.

이에 FSB가 즉각 라셔국경수비대의 무기를 탈취하여 해를 끼치는 일이 없도록 북한 승무원들을 향해 총을 쏘았다.

FSB는 “EEZ을 침범한 어선의 승무원 9명이 부상을 입었으며 1명은 나중에 죽었다”고 말했다.

부상자들을 치료한 뒤, 북한 승무원들은 라셔 국경수비대 선박으로 이송됐다.

FSB는 부상당한 북한인들은 이 지역 다른 항구로 보내질 것이라는 말도 했다.

FSB는 이미 라셔 블라디보스톡 시에 있는 조선인민민주주의공화국 총영사관에게 무기 사용사실과 취한 조치에 대해 통보했다.

후에, FSB는 나포한 선박은 조사를 위해 프리모르스키 테러토리로 보낼 것이라고 공표했다. “나포한 선박에는 의사 1명이 승선해 있으며 혹시 더 있을 지 모를 부상당한 북한인에게 의료행위를 제공하기 위한 것”이라고 FSB 대변인이 리아 노보스티 통신사에 말했다.

한편, 한국 해안수비대는 불법적으로 조업하는 중국어선에게 발포하겠다는 성명을 발표했다.

Russian border patrol was forced to open fire during inspection of a fishing vessel with North Korean crew onboard. The crew resisted search, behaved aggressively, and tried to flee with the members of the Russian security forces on board, according to the Russian Federal Security Service (FSB).

One Russian border patrol officer and nine North Korean fishermen were injured in the stand-off. One of the injured fishermen later died in the hospital.

The incident happened on Friday evening at 22:20 Moscow time (19:20 GMT) in Russia’s exclusive economic zone in the country’s Far East, according to the FSB statement, released online on Saturday. The term "exclusive economic zone" describes an area of coastal water in a certain distance from the country’s shore, where the respective state has exclusive rights for fishing and other economic activities.

“During the search and control activities, [Russian border guards] found illegally-obtained water bio resources on board the vessel. The ship’s crew behaved aggressively towards members of the search group, refusing to comply with legal requirements,” the FSB said in a statement.

The vessel had 48 North Korean crew members on board.

After a search group was dispatched to the vessel, the ship attempted to leave Russia’s exclusive economic zone towards North Korea, FSB announced.

The Russian border guard vessel fired several “warning shots to stop” the North Korean ship, yet the vessel still continued its maneuver.

The crew of the North Korean vessel also tried to attack the FSB members already on board their vessel. As a result “one of the members of the search team sustained a head injury.”

In the immediate aftermath Russian FSB agents fired shots at the North Korean crew to prevent them from “obtaining weapons” from the border guards and further “harming them.”

“Nine crew members of the intruder-ship were injured, one of them later died,” the FSB stated.

After treating the injured, the North Korean crew was taken to the Russian border guard ships.

The FSB also noted that the injured North Koreans from the vessel will be taken to different Russian ports in the region.

The FSB has already “informed the Consulate General of the Democratic People's Republic of Korea in the [Russian] city of Vladivostok on the use of weapons and the measures undertaken.”

Later, the FSB announced that the captured vessel would arrive in the Primorsky Territory, for an investigation. "On board of the ship there is a doctor, who is delivering medical care [to any remaining injured fishermen],” an FSB spokesperson told RIA Novosti.
