[시사뷰타임즈] 북한이 최근 대륙간탄도미사일을 실험 발사하자, 유엔 안전보장이사회가 만장일치로 북한에 대한 새로운 제재에 나섰다. 이 결의안은 북한에 수출되는 원유에서 비롯되는 생산물을 거의 90% 금지하려는 것이다.

유엔의 신 결의안에 따르면, 정제된 석유 제품의 대 북한 수출은 1년에 50만 배럴로 제한된다.

북한으로의 원유 수출도 1년에 400만 배럴로 제한된다. 이 고립된 나라에 원유 제품 수출을 급격히 삭감하는 것에 더해, 이번 조치는 차후 24개월 내로 해외에서 일하고 있는 모든 북한인들을 모두 북한으로 돌려보내라고 요구하고 있다.

이런 조치를 기안한 것은 역시 미국인데 11월29일 북한이 탄도미사일을 실험 발사한 것에 대한 대응책으로 한 것이다. 이 조치의 최종작업엔 미국이 요구한 더 가혹한 조치는 포함시키지 않았는데, 미국은 북한에게 원유제품 수출을 전면적으로 몽땅 금지시켜야 함은 물론이고 북한 지도층의 해외 자산도 모두 동결시켜야 한다고 요구했었다.

북한은 11월 말 발사한 미사일 화성-15가 신종 대륙간탄도미사일이라고 하면서 미국 본토 전녁을 가격할 수 있는 것이라고 했었다. 미군은 이 주장을 일축했고 미 국무장관 제임스 매티스는 “지금 당장은 미국에 위협이 될 만한 것이라고 보여진 게 없다”고 했다.

미국 유엔 특사 니키 핼리는 이 결의안에 대한 표결이 있은 뒤 “이 결의안은 북한에 앞으로 더 반항하면 더욱 심한 처벌과 고립을 자초하는 것이라는 점을 명백하게 내보인 것”이라고 했다.

The UN Security Council has unanimously imposed a new round of sanctions on North Korea following its latest ballistic missile test launch. The resolution seeks to ban nearly 90 percent of refined oil product exports to Pyongyang.

 

The exports of refined petroleum products to North Korea will be capped at 500,000 barrels a year, according to the new UN resolution.

 

Crude oil exports will be limited to 4 million barrels a year. In addition to drastically cutting oil product exports to the isolated country, the measure also demands the repatriation of all North Koreans working abroad within 24 months.

 

The new resolution was drafted by the US in response to the most recent ballistic missile test conducted by Pyongyang on November 29. The final document did not incorporate the harsher restrictions sought by the US, which included a total ban on exporting oil products to North Korea, as well as freezing all the international assets of the country’s leadership.

 

North Korea said it was a new type of intercontinental ballistic missile, the Hwasong 15, which can hit all of the US mainland. The US military dismissed the claim, with Defense Secretary James Mattis stating, “It has not yet shown to be a capable threat against us right now.”

 

"It (the resolution) sends the unambiguous message to Pyongyang that further defiance will invite further punishments and isolation," Nikki Haley, the US envoy to the United Nations, said following the vote.
